I hereby announce and proclaim
The Resolutions of the Patriarchal Synod of the Ukrainian Greek Catholic Bishops held in Philadelphia-Doylestown-Washington, USA, on September 27 – October 6, 2007
1. To accept the propositions regarding the evangelization issues, with the corrections and additions applied, introduced by the Working Committee of the Patriarchal Synod of the Ukrainian Greek Catholic Bishops, and to use them during preparation of the Synod document on the evangelization, which is to be prepared by Most Reverend Stepan (Meniok).
2. To commission the Committee under the chairmanship of Most Reverend Stepan (Meniok), and participation of: His Beatitude Lubomyr Cardinal Husar, His Grace Metropolitan Stefan (Soroka), His Grace Metropolitan Lawrence (Huculak), Most Reverend Volodemer (Koubetch), and Most Reverend Dionisiy (Lyakhovych), with preparation of the project of the evangelization strategic plan of the UGCC.
3. To accept, with gratitude, suggestions of the 2007 Youth Patriarchal Sobor of the UGCC, and to establish a special Committee, with the participation of: Most Reverend David (Motiuk) and Most Reverend Yaroslaw (Pryriz), for elaboration of the means of their implementation.
4. To improve the catechetical ministry in the Ukrainian Greek Catholic Church:
4.1. Bishops are to take steps in obliging parish priests to activate catechism among children and adults on the parish and deanery level.
4.2. To elaborate the means of obligating parents and children to participate in catechetical program from the age of 5 until the age of 17, and to issue a certificate of completion upon graduation.
4.3. To mandate the priests who work outside of the permanent structures of the UGCC to pay special attention to the catechetical ministry among children who have recently left Ukraine .
4.4. To commission the UGCC Patriarchal Catechetical Committee with the task of establishment of the Catechetical Foundation under the supervision of the Patriarchal economist to facilitate publication and translation of the Catechism of the UGCC into different languages, followed by organization of conferences aimed at its promotion.
4.5. To commission eparchies and exarchates with the task of presenting the Patriarchal Catechetical Committee of the UGCC in Lviv with their comments on the Catechism of the UGCC by March 1, 2008.
4.6. To commission the Metropolitan Andrey Sheptytsky Institute of Eastern Christian Studies in Ottawa , under the supervision of Metropolitan Lawrence (Huculak), with the task of elaborating the issue of the catechumenal renewal.
5. To address the monastic orders and religious congregations in Ukraine and elsewhere with the appeal to engage in their activity with greater dedication.
6. To declare the year 2008 the Year of Christian vocation.
7. To establish the Migrant Day in the entire Ukrainian Greek Catholic Church (Sunday preceding the Nativity of our Lord).
8. To present His Beatitude Lubomyr with a request to establish the Canonico-juridical Subcommittee, and to appoint Most Reverend Volodymyr (Juszczak) as its head, and Most Reverend David (Motiuk) as its member.
9. To commission the Canonico-juridical Subcommittee with the task to elaborate the particular law of the UGCC. Upon the request of the Subcommittee of the Canon Law, the Patriarchal economist is to find means of financing the project from the Church general budget.
10. To obligate all members of the Patriarchal Synod of the Ukrainian Greek Catholic Church to give their opinion of the documents on the particular law of the UGCC distributed by Most Reverend David (Motiuk), and to send them to him by the end of the year 2007.
11. To approve the Statute of the Patriarchal Liturgical Committee of the UGCC for a probation period of two years.
12. To extend the probation period of the Statute of the Synod of the Bishops of the Major Archiepiscopacy of Kyiv and Haych of the UGCC for another year.
13. To accept as the basis, with the amendments and additions applied, the project of ‘The Statute of the UGCC Synodal management', and to commission the Canonico-juridical Subcommittee with the task of preparation of the project for the first evaluation during the Patriarchal Synod of the UGCC Bishops in 2008.
14. To commission Most Reverend David (Motiuk) with the task of elaborating the Statute of the Patriarchal Tribunal of the Patriarchal Synod of the UGCC Bishops.
15. To approve the following members of the Permanent Synod of the UGCC Bishops: His Grace Most Reverend Ihor (Voznyak), Most Reverend Paul (Chomnycky), Most Reverend David (Motiuk), Most Reverend Vasyl (Semeniuk).
16. To approve the following substitutes of the members of the Permanent Synod of the UGCC: 1) Most Reverend Vasyl (Ivasiuk); 2) Most Reverend Yaroslaw (Pryriz); 3) Most Reverend Volodymyr (Juszczak); 4) Most Reverend Volodemer (Koubetch).
17. To appoint Most Reverend Dionisiy (Liakhovych) as the Deputy of His Beatitude Lubomyr at the 2008 Papal Synod.
18. To appoint Most Reverend Vasyl (Medvit) as a Delegate of the Ukrainian Greek Catholic Church for the 2008 Papal Synod, and His Grace Most Reverend Lawrence (Huculak) as the Delegate Deputy.
19. To approve the 2006 financial report of the Patriarchal budget commission.
20. To establish the Committee of the UGCC Patriarchal Curia Property Audit and Restitution of the All-Church Estate, which includes: Most Reverend Volodymyr (Viytyshyn), Most Reverend Peter (Stasiuk), and Most Reverend Basil (Losten).
21. To approve the Statute of the Fund for the needs of the newly established Ukrainian Greek Catholic eparchies and exarchates in Eastern Ukraine, and the Foundation Supervising Council including: His Grace Archbishop Ihor (Voznyak), Most Reverend Mykhayil (Koltun), and Most Reverend Dionisiy (Lyakhovych).
22. To bless the beginning of Father Kyrylo Seletskyy beatification process.
23. To bless the beginning of Father Yeremiya Lomnyckyy process, and to commission the Bishop of the Ivank-Frankivs eparchy with the supervision of the process.
24. On behalf of the Patriarchal Synod of the UGCC Bishops, to express gratitude to Most Reverend Michael (Hrynchyshyn) for his dedicated, 50-year work in the field of beatification and canonization.
25. To hold the 2008 Patriarchal Synod of the UGCC Bishops on September 2-9, 2008, in Lviv.
26. To define as the theme of the next Patriarchal Synod of the Bishops of the UGCC, the topic “Strategic plan of evangelization of the Ukrainian Greek Catholic Church”.
27. To conduct the day of spiritual renewal for the members of the Patriarchal Synod of the Bishops of the UGCC on the ‘Vocation' theme. To appoint Most Reverend Bishop Hlib (Lonchyna) as main retreat master.
These resolutions become effective as of November 21, 2007 on the feast day of the Synaxis of St. Michael the Archangel and all the Incorporated Powers of Heaven.
